Potato, herring and onion sandwiches

rye bread - 4-6 pieces, butter - 20-30 g, potatoes - 4-5 pcs., herring - 100-120 g, onions - 1 pc., capsicum - 1 pc., or tomatoes - 1 pc., greens to taste, sour cream to taste
