Mackerel baked under mayonnaise

Cut the fillet of fresh fish with skin (but without bones) into pieces, roll in flour, fry on both sides until a ruddy crust forms, then transfer to a deep pan. Put a layer of browned onions on the fish, then a layer of browned carrots, sprinkle with grated cheese, pour mayonnaise, put in the oven and bake for 15 minutes.
